The Civic Integration Exam (Inburgeringsexamen) is a Dutch government requirement for many non-EU citizens who want to live permanently in the Netherlands. The goal is to ensure that newcomers can communicate in Dutch and understand basic Dutch society, laws, and work culture.
This exam is mandatory for certain immigration processes, including:
Family reunification (MVV visa)
Permanent residence
Dutch citizenship (naturalization)
You will likely need to take the exam if you are:
Applying for a family reunification visa (joining your Dutch partner/spouse)
A non-EU/EEA or non-Swiss citizen planning to stay long-term
A refugee or asylum holder
Seeking Dutch citizenship after 5 years of residence
If you are applying from outside the Netherlands (e.g., for a partner visa), you must first pass the Basisexamen Inburgering Buitenland — a basic civic integration exam taken at the Dutch embassy or consulate in your country.
This is a minimum A1-level Dutch language and culture test, required before your visa can be approved.
There are two versions of the Civic Integration Exam depending on your status.

Q: Can I skip the exam if I speak good English?
No. Dutch language skills are required, even if you are fluent in English.
Q: What happens if I fail the exam?
You can retake the exam. However, your MVV visa or residence permit will be delayed until you pass.
Q: Are there any exemptions?
Yes. You may be exempt if:
You are from an EU/EEA country
You hold certain diplomas
You have a certified medical or psychological condition that prevents you from taking the exam
